Commander (emergency) Francis Simon Rising, O.B.E., R.N. (22 August, 1878 – 10 September, 1940) served in the Royal Navy.
Life & Career
In August, 1899 RIsing was permitted to resign his commission to pursue business opportunities. It was accepted in September and he was apparently placed on the Emergency List.
Rising was promoted to the rank of Lieutenant (emergency) on 15 May, 1901.
On 17 February, 1915 Rising was placed on the Emergency List as a Lieutenant-Commander with seniority of 15 May, 1909. On the same day, he was placed in command of the former German passenger ship Prinz Adalbert, which had been seized at Falmouth, and she was renamed H.M.S. Princetown.
Rising was granted the acting rank of Commander on 19 February, 1916. Rising ceased commanding Princetown on 7 October, 1916.
Rising was promoted to the rank of Commander on 11 November, 1918.
