Following a period in which he was "rapidly deteriorating", Captain [[John Foster Grant-Dalton|John F. Grant-Dalton]] had to limit Pender's wine bill in light of excessive consumption.  He noted hesitation in Pender's speech, which may not have been entirely attributable to drinking and opined that he would be unable to cope with any duty other than routine.  On 5 January, 1921, Grant-Dalton recorded that Pender had "committed himself by exceeding limits of consumption of alcohol which I imposed upon him.  Upon consultation with senior medical officer, I am of the opinion that his lapse is entirely due to medical causes.  I have accordingly directed him to be sent to Hospital as a neurasthenia patient in preference to taking any disciplinary action."<ref>Pender Service Record.  {{TNA|ADM 196/143.|D8122764}} f. 834.</ref>

Lieutenant-Commander Edward Pender Usticke Broad, D.S.O., (29 December, 1885 – 29 December, 1936) was an officer in the Royal Navy.

He would enjoy a series of seagoing commands during the war, but be overtaken by alcohol and psychological stresses.

Broad changed his last name to Pender in September, 1912.[1]

Life & Career

Broad was promoted to the rank of Lieutenant on 1 October, 1908.[2]

Broad was appointed in command of the destroyer Racehorse on 20 February, 1912.[3]

Pender was promoted to the rank of Lieutenant-Commander on 1 October, 1916.[4]
